

On June 26, 1936, Heinrich Himmler, "ReichsfŸhrer SS and Chief of the German Police" ordered a reorganisation of the German police. He decreed the division into "Ordnungspolizei" and "Sicherheitspolizei". The "Ordnungspolizei" was formed by uniformed security police. The "Sicherheitspolizei" included the Geheime Staatspolizei (Secret State Police) with border police and criminal investigation department.
The Gestapo was allowed to pursue all of its tasks even disregarding the legal order and without being controlled by the courts, in order to observe and fight any "subversive endeavours". Through a second order, the "Ordnungspolizei" was submitted under the Gestapo and from that time on dependent upon it. The task of the Security Police was not to maintain the security of the citizens or the rule of law, but to persecute enemies and supposed opponents of National Socialism.
The border police was, besides the usual tasks at the borders, also obliged to fight any subversive political endeavour. In 1939, after the outbreak of Worl War II, its tasks were fulfilled by the Gestapo and the border police was reduced.
On September 2, 1939, Security Police SD were united in the RSHA. After the formation of administration in the occupied countries, the "mobile Einsatzgruppen" (mobile task forces) of Security Police and SD were transformed into permanent organisations. In each country, a commander of Security Police and SD was installed.
These two services recklessly persecuted Jews, political opponents and supposed enemies in Germany and all occupied countries.
